That's easy – definitely Super Saiyan 3 Goku (SSJ3 Goku)! His raw power and attacks decimate everything in sight.
Light Yagami (Death Note) has one of the highest burst damages. His ability can wipe out entire waves of enemies. Just make sure you have enough money saved!
