The Builder legacy is hands down the best because it gives you free power and water at your base, saving you tons of resources. Second place goes to the Sheriff legacy for the extra survivors you get and the morale boost it provides. Can't beat those perks!
Builder and Sheriff legacies are the best. No contest.
Honestly, Trader legacy is top-tier. More Influence and better deals with traders really help keep your community thriving. As for the second one, I'd go with Builder for the utility.
