I think Japan is the least effective. Their starting commander is underwhelming compared to others, and their bonuses are pretty average.
Hot take: No civilization is 'the worst.' It all depends on your play style and strategy!
From personal experience, France didn't work great for me. While it's strong in the early game, the benefits seem to taper off later on.
