Honestly, there’s no 'worst' civilization in Rise of Kingdoms because each one has its strengths. But, some players say that Spain is weaker because its benefits aren’t as impactful in the late game.

I think Japan is the least effective. Their starting commander is underwhelming compared to others, and their bonuses are pretty average.

From personal experience, France didn't work great for me. While it's strong in the early game, the benefits seem to taper off later on.
