Honestly, it's gotta be the Barrier fruit. Its defensive capabilities are great, but offensively it's just meh compared to the others.
Phoenix fruit, hands down. The healing is nice, but the attack power is seriously lacking for a legendary status.
Hot take: None of them are 'worst,' it just depends on your play style. Some fruits just don't fit certain strategies.
