Hands down, it's got to be Imakuni?'s Doduo from the Gym Heroes set. This card is more of a joke than anything, with its special ability to make you throw it as far as you can. Not exactly a powerhouse in any deck.

I actually love collecting 'bad' cards, they're like the underdogs of the Pokemon world. But yeah, the Unown cards from the Neo series are pretty underwhelming. Their 'Hidden Power' attack is weak sauce and they have so many variations without much use.

lol i'd say the Magikarp from the Base Set. Like, why would you make a card that's practically useless in battle? It's all splash and no cash. But then again, it evolves into Gyarados, so maybe it's a lesson in patience. ?
