In XCOM 2, VIPs are usually civilians or resistance members you need to rescue or escort to safety. Dark VIPs, on the other hand, are enemy targets that you either need to capture or eliminate. Good luck, Commander!

Saved a VIP once, and they boosted my research speed! Dark VIPs are trickier but so satisfying to capture.
