Honestly, it might just be a bug. Report it to the devs and hope for a patch!
I had a similar problem. For me, it was a corrupted save file. Tried loading an older save, and that did the trick!
Sometimes the camera gets wonky if there's too much going on in the game. Clear some space, reduce graphics settings, and see if that helps!
Check your controller settings. Sometimes custom mappings can mess with the camera control!
