In my experience, hitting City Hall level 21 and unlocking T4 troops was a game-changer. The jump in power is real!
Troops unlock in Rise of Kingdoms at different levels determined by the tier system. You get T2 troops at City Hall level 3, T3 troops at City Hall level 10, T4 troops at City Hall level 21, and the mighty T5 troops at City Hall level 25!
