Sanji, the suave and kick-loving cook of the Straw Hat Pirates, doesn't have a real-world nationality since he's from a fictional world. But, if we had to make a comparison based on his character, mannerisms, and the cultural influences in his backstory, he'd most likely be French. Why? Well, his love for cooking, his name (Vin - wine in French), and his whole 'gentleman' vibe give off strong French vibes. Plus, Oda (the creator) has mentioned associating characters with real-world countries in a hypothetical sense, and Sanji's sophisticated palate and cooking skills scream France.
