As of now, some Pokémon like Kecleon and Smeargle's shiny form are still elusive in Pokémon GO. Keep an eye on updates!

Unavailable and rare Pokémon change with updates, but regionals are a pain unless you travel. Kecleon's gone rogue. Good luck!

Kecleon, Zorua, and some region-specific Pokémon aren't in the game or are extremely hard to find.
