Honestly, Mega Mewtwo EX. Why? Because its Damage Change attack can mess with your opponent's strategy big time. Plus, Mewtwo is just legendary.

If you're all about the power moves, Mega Rayquaza EX takes the cake. It's Dragon Ascent attack does a whopping 300 damage, blowing most other cards out of the water. Just remember, it also forces you to discard two energy cards, so strategize wisely!

One word: Charizard. Specifically, the Charizard from the Base Set. Maybe it doesn't technically do the 'most' damage, but c'mon, it's Charizard. It's iconic, and with a 100 damage Flamethrower, it certainly made an impression back in the day.

Lugia EX has an attack called ‘Aeroball’, and while it's not breaking any records for a single hit, it can do damage based on the amount of Energy attached to both Active Pokémon. This means with the right setup, you could be dealing massive damage.
