Been playing for years, and from my experience, the best way to get new dwellers is through Lunchbox quests or special events. There鈥檚 also a chance to find them during Wasteland explorations. Patience is key, and always be on the lookout for those special quests!
Just play the game, bruh. Dwellers come from lunchboxes. That's it.
Lunchbox quests are your go-to. Got a good half of my vault's population from them lol
