In Fallout Shelter, there's no specific SPECIAL stat that lets dwellers shoot twice. The ability to shoot twice or perform any sort of extra action in combat is actually not determined by the SPECIAL stats directly. However, having higher Agility can increase a dweller's attack speed, which might make it seem like they're shooting more frequently!

Actually, dwellers can't shoot twice because of a SPECIAL stat. That's not how the game mechanics work. It's more about the type of weapon they're using and their Agility stat that affects how quickly they attack.
