Liberty City in GTA isn't in any real US state. It's Rockstar Games' fictional version inspired mostly by New York City. So, unlike NYC being in New York, Liberty City's state isn't explicitly named—it kinda exists in the state of awesome!

No real state for Liberty City, it's all made-up! Think of it as GTA's own New York City minus the actual New York part.
