Actually, Perception helps in the wasteland which means better guns. So stats kinda matter, at least a bit.

In Fallout Shelter, weapons don't really use the Dwellers' SPECIAL stats directly. Instead, the game focuses more on the weapon's damage output, which is determined by the weapon itself, not the Dweller's stats. However, assigning the right Dweller to the right job, especially when exploring the wasteland, could mean they find better weapons! So, indirectly, Agility for faster attacks and Perception for better aim can be beneficial.

Damage numbers are king! Fallout Shelter's weapon effectiveness is all about the DPS (damage per second) and damage range. So, pick the big guns and don't sweat the stats too much.
