I parked my thermal plants in a 50°C (122°F) zone and boom, power galore! So yeah, go for 25°C minimum but hotter is better.
Just plop those thermal plants in water that's at least 25°C (77°F). But if you want more juice, look for areas with 50°C (122°F) or higher.
