I had a similar issue, and what worked for me was unplugging the Xbox for a few minutes to let it reset, then plugging it back in. Also, make sure there's no power brick issue if you have an older model like the Xbox One.

Check if the power supply unit shows a solid light. If it's blinking or off, you might need to replace it or check the surge protector it's plugged into.
