Honestly, just grab a computer made in the last decade and you'll be good to go. TF2 isn't that demanding!
You can run Team Fortress 2 on a potato these days! Just make sure it has 512MB RAM, a DirectX 8.1 compatible card, and around 15GB of space.
I've been running TF2 on my old laptop with an Intel integrated graphics card just fine. Not at max settings, but it's certainly playable!
