The Worn Dagger is pretty solid if you're going for a Neutral Route, not too shabby in terms of damage and it fits the bill nicely.
Honestly, stick to the Burnt Pan if you want a versatile weapon with a good attack boost AND you heal more when you use healing items!
There isn't really a 'best' weapon in Undertale; it mostly depends on the route you're taking and your playstyle.
