Honestly, talking about sheer damage, Shadow Lugia from the Pokémon XD: Gale of Darkness game promo has a bonkers 'Shadow Storm' attack that deals 1000 damage. But, it's not legal in official play, so keep that in mind if you're looking to win tournaments.
