Zombie Jake? Please, everyone talks about him but what about Tony? Was only available in the New York special edition. Talk about rare!
I'd say any character that was part of an event and hasn't been available since. These tend to be the hardest to get because if you missed the event, you missed out on the character. So, keep an eye out for those limited-time events!
