You can have people join your game in State of Decay 2 once you've completed the tutorial and established your first home base. Just open your settings, go to multiplayer, and set your game to invite-only or friends-only.
Right after the tutorial!
Finish the tutorial, set up your base, and then you can invite your pals to help survive the apocalypse!
