In Chapter 8, Rex gets the Master Driver ability, letting him bond with all blades. Game on!
Rex can use all blades after reaching Chapter 8 when the game unlocks the ability for him to bond with any blade.
As soon as you hit Chapter 8, Rex can use any blade. Simple as that!
After completing the main story, unlock New Game Plus mode. Rex can then use all Blades, including ones equipped to other Drivers.
