Actually, you don't just crew whenever. The best time to crew is right before you declare attackers during the combat phase. This way, your opponent won't see it coming, and you get to surprise them with a vehicle they thought was just a fancy artifact sitting there.

Crewing in response to an action isn't a thing. It's not an instant; think of it like putting on your seatbelt before you drive. Do it on your turn, before you hit the gas in combat.

You can crew a vehicle in Magic The Gathering during any phase of your turn where you have priority, but not during the untap step or in response to another action. So before you attack or after you've played a spell, you can turn those creatures into drivers and get that vehicle moving!
