Apex Legends officially started its development in late 2016. The dev team at Respawn was originally working on a Titanfall sequel but decided to pivot to what would eventually become Apex. Fun fact: They managed to keep it a secret until the day it was announced and launched in 2019. Talk about a surprise drop!

Actually, it began as a concept in 2016 but really ramped up development in 2017. That's when they started focusing on the unique aspects that make Apex stand out, like the ping system and the Legends' abilities. So yeah, it wasn't an overnight deal, lots of thought and effort went into it.
