Well, technically, Commander's concept started way back in the day with players just messing around for fun. But if you wanna get official, Wizards of the Coast gave it the stamp of approval in 2011. Before then, it was all just kitchen table magic and homebrew rules.

2011, easy peasy. That's when Wizards decided to make Commander a big deal with its own preconstructed decks.

MTG Commander, originally known as Elder Dragon Highlander (EDH), officially kicked off around 2011 when Wizards of the Coast released its first ever Commander decks. So, while the format itself was being played unofficially way before that, 2011 is when it truly got Wizards' blessing and became a sanctioned format.
