They usually release a new Legend with the launch of each season, which is roughly every 3 months. But hey, it's always a surprise party with Apex - you never know what you're gonna get.

From my experience, new Legends join the battle every three months, coinciding with the new season's launch. It's like clockwork, so if you're itching for fresh gameplay, just wait for the season change.
