Raids in Fallout Shelter can start fairly early in your gameplay, usually once you've got a population of around 15-20 dwellers. It's when things really start to get interesting, cause you'll need to defend your Vault against raiders and other threats. So, make sure your dwellers are prepared with weapons and your vault door is upgraded!

They start too soon, IMO. Just as you're getting a handle on things, BAM, raiders at 15 dwellers. Could do without the stress.
