Whenever they feel like it, honestly. But seriously, it largely depends on the store. Some restock mid-week, others on the weekend. Your best bet is to ask the people who work at your local Target.
In my experience, Wednesday mornings have been the golden time. Got my hands on some rare finds by showing up right when they open!
Good luck, they're always out of stock when I check. Better off buying online.
