ASAP if you ask me. But technically, after a few main missions. It's part of the storyline, so just enjoy the ride and you'll get it without having to do anything extra.

Literally within the first few hours, if you stick to the main quests. It's almost impossible to miss unless you're too busy wandering off being an honorary member of the Gobstones Club.
