Honestly, the Jougan is still kind of a mystery. It's more prominent in the manga than the anime so far, but you鈥檒l see glimpses here and there. Just be patient!
From what I remember, the Jougan pops up more during key battles and intense moments. I'd say start paying attention around the episodes adapting the Chunin Exams Arc onwards.
