In my experience, confederation works best when you're stronger than the other faction and have a high diplomatic standing with them. Get those alliances and treaties going!

Confederation in Total War: Warhammer usually works when your faction has a much stronger power level and good relations with the faction you're attempting to confederate. So, build a massive army, make them love you, and they'll practically beg to join!
