Garrisons in Total War: Warhammer 2 start replenishing at the beginning of your turn. If you own the settlement and it's not under siege, your garrison will heal up as long as there's no other disruptions!

As soon as it's your turn, your garrison will start replenishing. Easy as that!
Your garrison will replenish at the start of your turn鈥攗nless you're under siege. Then, you'll have to wait until you break that siege to start healing.
