Actually, sometimes the snow pops up for a day or two outside the typical holiday season, especially when Rockstar feels like throwing a surprise. But yeah, mostly during Christmas/New Year's.

I remember one year it started snowing outta nowhere in April. Was it a glitch? A hidden Easter egg? Who knows with Rockstar. But yeah, mainly it's a December thing.
