In my experience, the rain goes away after you've progressed through some of the early game quests. So just keep on questing!

It really depends on where you are in the game. Finish those quests, and you'll see the sun again!

Ah, the perpetual rain! Rain in The Sims FreePlay usually stops after completing specific main story quests that introduce your Sims to new activities and environments. Hang in there, and keep your Sims busy!
