Technically, Luffy demonstrated a bit of Haoshoku Haki back in the Amazon Lily Arc, but he formally learned it during the time skip.
Luffy starts using Haki on Fishman Island, thanks to Rayleigh's training during the two-year time skip. Watch around episode 517!
Luffy gets Haki training from Rayleigh during the time skip between episodes 516 and 517 in the anime. In the manga, it's around chapter 598.
Luffy really masters Haki during the time skip, so look out for it after they reunite on Sabaody.
