Luffy meets his dad, Monkey D. Dragon, during the Loguetown Arc, but it's more like they barely cross paths. It's later in the Marineford Arc where Luffy learns more about his dad's identity. So, you could say they officially meet in Loguetown but get to know more about each other at Marineford.
