Usually hits late December. No exact date, depends on when Rockstar flips the switch but generally around Christmas. Keep an eye on their official announcements or social media.

If you missed it, you missed out. Snow in GTA 5 is a holiday thing, so it's late December. Period. If you're not there for it, gotta wait till next year.
