Honestly, it's hit or miss with Walmart. Sometimes they restock on Thursdays, but then you'll hear about a magical Tuesday restock. The best bet? Check early in the morning right after they've opened, regardless of the day. That's when I've had the most luck finding fresh cards waiting for me.
It's all random, IMO. I've seen restocks on Tuesday, then another time on Friday. Walmart's like the Wild West of Pokemon card hunting. Good luck!
Thursday mornings are your best bet for Walmart restocks on Pokemon cards. At least, that's been my golden time at several locations. Seems like they try to get new stock out before the weekend rush.
