Update your game if you haven’t. Some issues come from outdated versions and get fixed in patches.
Sounds like a bug! Try reloading your save or verifying your game files to see if it fixes the issue.
Make sure you’re not full on inventory! If it persists, you might need to reinstall the game.
I’ve had this happen too. Sadly, I had to restart my save file, but it’s been smooth sailing since!
