Multiplayer kicks in when you have at least two characters in your party鈥攕o pretty much after you meet Rokurou.
Multiplayer in Tales of Berseria is enabled once you have more than one character in your party! Usually, this happens pretty early in the game, so don't stress.
Hot take: Does anyone even use multiplayer in this game? It's there as soon as your party grows, but solo is where it's at.
