The cleanup step in Magic The Gathering is the last part of a player's turn, right after the end step. It's when you discard down to the maximum hand size (usually 7 cards) and remove all the "until end of turn" and damage effects from the battlefield. It's pretty much the game's way of saying, "Okay, let's tidy up before the next player's turn."
