You should consider changing civilizations when you feel another civ's perks align better with your current goals or needs. For example, if you're focusing more on cavalry, switching to Arabia might be a good choice.
From personal experience, I would say change when your strategy shifts鈥攍ike when going from farming to war conquest, the perks of a new civilization can make a huge difference.
Honestly, change your civilization when your current one stops being fun! Games are supposed to be enjoyable, after all.
