At Walmart, you'll usually find MTG cards near the checkout lanes, often in the toys and collectibles area. They tend to be locked up in glass cases or behind the counter to prevent theft, so you might have to ask an employee for help. Happy hunting!
They're always in the toys section at my local Walmart. Just look for the section with trading cards and collectibles; can't miss 'em.
In my experience, they keep them at the front, near the registers. Easier for them to keep an eye on, I guess.
