In most Walmarts, you'll usually find Pokemon cards in the toys section, near other collectibles and trading card games. Sometimes, they're kept in locked glass cases to prevent theft, so you might need to ask an employee for help. Don't forget to check out the checkout lanes too, especially near the electronics. That's where they stash some of the good stuff!

I've actually found them near the front registers before, hiding in plain sight among the candy and magazines. Sneaky, Walmart, very sneaky.
