In GTA 5, you can't actually buy jewelry to wear, but you can rob jewelry from the Vangelico store during a heist mission. For actual accessories for your character, try browsing the various clothes stores scattered around Los Santos; some of them have watches and chains that might interest you!

I remember spending hours trying to find a jewelry store to buy stuff, only to realize GTA 5 doesn't let you buy jewelry like that. The closest you get is robbing Vangelico for a heist mission. For personal bling, just hit up clothes stores for some fancy watches and stuff.
