Another hot spot for Anglers is the areas around Grafton Lake in the Toxic Valley. Pack some rad protection because it gets pretty gnarly there with all the radiation.

Honestly, just wander around any body of water at night in the more radioactive parts of the map. You'll bump into them eventually. They can't resist showing off those luminous lures.
