Try looking in parks and near PokéStops. I usually find a bunch of them while taking a walk in my local park!
Check the 'Nearby' tracker on Pokémon GO. It often shows Eevee nearby if you're in a populated area.
Seriously? Just keep an eye out for Eevee during special events and Community Days. They pop up more frequently then!
I caught like five Eevees near a mall and a train station. Busy places seem to have more spawns!
