Honestly, just pick up everything. You'd be surprised how much stuff in Fallout 76 has plastic. I once hoarded toys thinking they'd be rare or something, turns out they're just plastic galore. Lesson learned, loot first, sort out later!
Morgantown High School and Watoga High School are the holy grails of plastic. But don't sleep on the smaller spots like gyms and random homes. Those plastic plates and utensils add up.
To stock up on plastic in Fallout 76, hit the high schools, especially Morgantown High School. The place is literally a goldmine with all the plastic pumpkins and cafeteria trays lying around. Don't forget to check out the Cat House in Morgantown for cat bowls, too. Another solid spot is Watoga High School; their plastic loot is insane during the Monster Mash event. And, of course, gyms are great for grabbing those plastic weights.
Don't bother with high schools, too many players there. I always go for the small, unnoticed locations. Trust me, less competition and plenty of plastic if you know where to look.
