I found a bunch of wheat near a small village in the game. Not sure if it respawns in the same place for everyone, but definitely check around any villages or settlements you come across.

Wheat in Palworld is mostly found in the wild, in plains biomes or near farms. Keep an eye out for large, grassy areas; those are your best bet. Sometimes, it's just about wandering around until you stumble across a field of it. And if you've set up your base, you can also cultivate your own wheat fields!
